Windows 2003 + IIS6 FTP Sites?

I am setting up a Windows2003 machine at the moment and will be using IIS6 HTTP+FTP functionality, however i also want to setup another FTP server on another IP address.

When i set IIS6 to only use x.x.x.1 on port 21, it seems to take up port 21 on x.x.x.2 as well, it just wont accept any requests on that ip.

The only way i can seem to get another FTP server running on 21, is to move IIS FTP onto another port, for example 22.

Any ideas?
