half of mail options missing?

On one account on a server i look after half of the mail menu has gone?

All that is there is;

Modify MX Entry
Trace an Email Address

I have uninstalled cpanel pro etc etc but nothing worked.

I changed the accounts email quotas etc and nothing worked.

Could it be a permissions issue or? Sme thing else?

I am totally baffled on this one.
