How to optimize mySQL on Windows?

My redesigned site will use a lot of dynamic content from mySQL database instead of static content.

Before it goes live, I would like to learn how to optimize mySQL server to make sure everything load reasonably fast. My server is Windows 2003 web edition on a low end dedicated server - Cel 1.3 with 512MB of RAM. Right now the CPU usage moves between 4% to 15%.

I have found some threads about optimizing mySQL, but the instructions are for Linux. I need Windows specific instructions.
