file permission and owneership problem

hello,

I have restored a backup of the site on my server but when i try to upload or execute any fille it says "permission denied"

Please let me know how can i change the permission or ownership of complete website.. right now my file permissions are 644..

is that possible that when i untar the backup files, at that tile i can change the file permission?? so that later i dont need to change??

Please lety me know if i am missing anysetup in my Cpanel??
