Creating FTP for Cpanel Remote backup

Hi,

I have two linux servers. One with Cpanel and other with no control panel.

I want to backup the cpanel server to other server.

I want all backup files to be in

/home/backup/server10/

How do i create FTP account in server with out control panel ?
