Block cPanel logins

I am trying to stop all users on one of our servers from logging into cPanel/FTP while we conduct a server move.

Is it possible to disable cPanel/FTP logins? We can not simple stop the programmes running as we need them to transfer accounts.

If this is not possible, is it possible to change all the users passwords in a few steps?
