Exim problems "451 Dial-Up/Cable/DSL IP Range - Use your providers SMTP Gateway"

Some of my client complain abot his mail. He try to send an e-mail, but this dosen't work. When I give him Deliver Message Now from Cpanel, I get this message.

How can I fix this ?
