Is spam blocking by countryIP useful?

imagine if you are behind such service and you have an option to enable/disable the use of it, will you still decide to block emails that come from IPs belong to certain countries?

Please note that the IPs to block are only the server IPs (plus a very little portion of residential ISP users), i really doubt it can block IE china users using servers in USA to spam, and don't think servers and B/W in such countires are any cheaper than the US

given the fact here, all clever spammers no matter where they are use USA IPs to spam

any blocking rules based on countries are quite offensive, it blocks everything originating from it regardless it is clean or not, it may end up to discontents

i came up with this little thought just after i saw a hosted anti-spam service implement such measure for their customers
