restoring a full backup

hi
i have a new customer and he want to change his server from other to my server,
becouse he has large site and his internet speed is low , he taked a full_backup file and put it on old server , now i downloaded it ,

now how can i restore it ?


file name is :
Full%20Backup%20-%20domain.tar.gz

i am useing cpanel , but cpanel is requesting to upload it via browser , i want to restore it from server
