Need help with web based camera site

I have a customer whose company supports web-based security cameras and has seen cameras boast that their DNS service (run from the proprietor’s website) can provide a website to access the cameras EVEN if the IP address (from the ISP) is dynamic. How are they doing this? Is there some tool he can load on his site to do the same thing? Right now he is only prepared to set up a sub-domain and set the redirect to the IP address on the router. If the IP address changes, he will have to manually modify the redirect and his clients will not be able to view their remote cameras without a service call. How can he do what these others are doing? Keep their cameras available on his website (sub domain) without having to watch out for dynamic IP addressing?

Also will he need a dedicated server to run this?
