new to SLL, WHM and SSL, need basic instructions

I'm shopping around to buy SSL certficates for my clients' websites. I'm seeing certificates pricing anywhere from 30$/year up to 300$/year+ (shopping in the 128bit range).

1.) What is the difference between cheap and expensive certifcations (that have the same encryption, eg: 128bit)?

2.) When should a highler level encryption be used? (obvious answer is for more sensitive information eg: government contractor site, just looking for reassurance here)

3.) For a smaller sized website with limited needs, what seller would you recommened? Same for mid-scale and larger ecommerce applications. (or is the answer: doesn't matter...find the cheapest!! ??)

4.) I'm seeing in the WHM an option to 'Generate an SSL Certificate and Signing Request' and 'Install an SSL Certificate and Setup the Domain'. What do these pages do? Do I fill out these when I buy my SLL Certificate?
