One off webcam event to hundreds of viewers - how please?

I will be involved in discussions to do with broadcasting some simple video at a one off event across the internet to hundreds of viewers and I need some advise on how best to do this. It is low budget.

The scenario is this: It will be a joint service across hundreds of churches with a radio broadcast. The radio broadcast is being done professionally by one of the BBC's local radio stations and will be broadcast on the BBC's service in both analogue and digital.

however, as an option alongside this radio broadcast is hoped to offer a video stream to any participating churches with a broadband connection and video systems in order to provide a picture-in-picture on their projection screens, say in the bottom left corner.

the radio broadcast will include people reading, preaching, leading the service etc. So the video would simply be a head and shoulders shot of the person concerned, that's all, in order to complement the radio broadcast.

Questio is: How do we do it?

Video camera recording the event at the broadcasting church.
input signal to something like windows media encoder and output this stream direct to a webserver in a remote datacentre.
That's the easy bit. what do we do about the webserver itself.

There will be hundreds of churches taking part, but only a handful of those with broadband in their churches.

How do you send a video signal to one server and then have it available to a much larger audience? Is there any software to handle this 'bridging' function?
