How to go into an .. folder?

hello,
just curiose how can i go to a .. folder?
in other words, i have on a CPanel server the folder /tmp
with some folders inside and some are simple named .. or . as below
However i see that there is something stored inside. How can i go inside this folders? doing "cd .." or "cd ." doesnt work... I now there is a way but dont rembeber...
How to go into an .. folder?
