"Client denied by server configuration"

I get that error, like this:

[Tue Jan 4 14:16:41 2005] [error] [client 4.26.208.xxx] client denied by server configuration: /home/sitename/public_html/dir

...in my error log all the time. The IP seems totally variable. It will often happen to the same client for several requests in succession, and then be okay again. Happens once every 10 or 20 000 requests on avg.

I have no idea what its doing.

It's a dedicated server with WHM, recently upgraded to the latest versions of PHP 4 and Apache 1.3... and that's when the problem began.

I haven't changed anything else and neither has the admin guy. There are no .htaccess files that could be doing it, and I've found nothing interesting in /etc/apf.

Could the error be caused by something unrelated to a 403?
