Upload = php.ini = 2mb limit = pls help

hi
i got uploader script here -> http://upload.desiduniya.com/

in config file i increased limit to 101 mb. but ppls cant upload more than 2 mb of file i know coz of php.ini read on google
then i edited my php.ini , increased it to 101 mb
still its not accepting more than 2 mb of files. what shud i do ?

and if it cant be changed , is there any way i can provide ppls with upload only ftp with no delete or download access

or any script in some other language with more than 2 mb limit or any other solution
