Can you upload/restore a Cpanel user backup?

I know this topic is very common, but I have read all the posts here and have not found the answer to this twist on the cpanel move question.

We all know that cpanel has problems transferring large sites. But what if a client wants to move his site to your server, and he does not have shell access on his old server. If he supplies me with his 'full backup' from his cpanel, (not a cpmove file, a backup-domain.com-date.tar.gz) how can I upload and restore this file onto my server.

I tried uploading it to the home directory or backup directory, and WHM does not find it with the 'restore' script.

I tried renaming it to a cpmove file, and running the restore script. It started to, then gave me an error and deleted the file (which takes quite a while to re-upload, aargh!).

Is there anything else I can try?
