ftp subdomain log in issue

I can create ftp accounts and subdomains through cpanel, but upon enter the ftp details, im unable to log in.

I can log onto all ftp accounts made about a week ago, but cannot log into new ones.

I just updated cpanel looked at the htttpd docs to see if there was something different from the other ftp-subdomains accounts, the only thing thats really changed is that hard drive space is at 96%

and i recently partioned the backup drive into two partitions.
