dns fowarding?

is it possible to foward or redirect a domain name to another server?

example:

joe.com has nameservers such as ns1.joecool.com and ns2.joecool.com

is it possible to have the joecool.com server redirect the dns to another server such as an ip.. then let that server handle all the dns records?
