Too Many Connections from IP

I have one customer who continues to receive the error mentioned above. They have about 300 email accounts that they check at least every minute.

I have tried changing the limits that users can check their emails X times per hour. I have set it abnormally high as a test, and I have set it to 0 for unlimited.

I have also reconfigured Exim.

Whenever I reset the CPPOP server, they have access for about 30sec to 1min, and then they receive the same error.

Any thoughts?
