Create new database: No Privileges phpMyAdmin

Hi all, when ever i create a new user on my box they can create a database via cpanel fine.

But when they open phpMyAdmin, it will not allow them to create a new database saying they have no privileges!

Anyway to get around this so it automaticly gives them privilages in phpmyadmin when they sign up?
