Can't remove a FrontPage password file. Help!

I have a RH Linux 7.3 box running Cpanel. When I removed a hosted account via Cpanels WHM interface, it did not remove the user directory in /home. I attempted to remove it manually, via SSH while logged in as root, and get the following error message.

root@ns [/home/user77/public_html/_vti_pvt]# rm -r -f *
rm: cannot remove `service.pwd': Operation not permitted
