perl -The application failed to initialize properly (0xc0000142)

I've seen posting relating to this propblem but never a resolution. Maybe this time.

We have win2003 servers and one of them keeps throwing "The application failed to initialize properly (0xc0000142)" Dr Watson errors and "Reporting queued error: faulting application perl.exe, version 5.6.1.630, faulting module ntdll.dll, version 5.2.3790.0, fault address 0x0000200b." Application Error Information messages in Event Viewer.

Running five servers I only get this consistently on one. Not running isolation mode and a clean install., Reinstalling OS is really last option.

Anybody lick this?
