Backup SQL database file into account

Could someone teach me how to backup a SQL file to an existing account?

What command do I need to type?

what happened was I'm moving my froum data from old server to servermatrix. I have downloaded the SQL file, now I need to backup to the servermatrix server.

Its about 38MB. everytime when i TRY to do it from CPANEL, it takes sooo long, and no respond afterward.
