Mysql too many users?

My mysql goes down from time to time and I get the dreaded "
mySQL error: Too many connections
mySQL error code:
Date: Sunday 13th of February 2005 09:56:31 AM"
error.

My server support tech suggested that I increase the amount of mysql users from 500 to 1000, but is there anyway to just see who is using most of the 500? Thanks!
