I want to send e-mail to all my members

Hi, I have invisionboard installed on my site, have about 4000 members, I'd like to send an e-mail to all of them, I use e-mail validation so I made sure they are using valid e-mail on my site.

The problem is my host has blocked the service which Invision board's Bulk E-mail function.

I have download all their e-mail address in CSV formate.

Can I use another program, import the list to it and send an e-mail to them all?
