htaccess.ini -vs- .htaccess

I have found literaly hundreds of membership solutions using .htaccess but nothing using htaccess.ini.

Here is what I want to be able to do.

If a person pays at paypal they are able to choose a username and password and it updates the htaccess.ini file so they can access the site.

I have found hundreds of solutions like this for .htaccess but nothing for htaccess.ini.

I can secure the folder through helm and manually add names to through the helm panel but I need something automated.

Can someone tell me if it is possible to do what I want if I can, can someone point me in the right direction.

I have been trying to figure this out for a couple of days now.
