incoming transfers too slow!

Yesterday, I attempted to move a lot of sites from one server to another and the speed I was getting was just a little over 100 kbps while transferring from one managed.com server to a new one.
The old ip is: 66.79.179.1**
The new is: 205.209.142.**
And I was transferring from 66.* to 205* ... When I tried downloading from 66.* to a LT(savvis) server, I got 830+ kbps ..
I tried downloading from LT(savvis) to the new server(205.*) and it was giving me 20 kbps. I think there is some problem with the server. Incoming bandwidth speed is very slow.
Maybe managed.com installed a malfunctioning switch but I just wanted to confirm.
Do you think the switch has toasted? Any ideas?
