Using Proxy to Receive on Port 80 My End, Random FTP Port on Server End

My ISP throttles all non-HTTP traffic. I need to be able to use non standard FTP ports however.

I have looked through previous topics here, but there is no definitive answer.

I want to be able to connect to my server on port 80 using an FTP program, and then get the server to connect to the source FTP which will be on a random port.

Is this possible? Using what program?

And does the program have a good tutorial because I am less than familiar with this sort of stuff.
