Terminal Server Question

I have Terminal Services running on my Win 2003 server. I can connect just fine to it from several different IP addresses.

A friend of mine that does some programming for me has always connected without a problem until yesterday when he had a new, faster speed DSL line (new modem as well) with a dynamic IP installed, now when he tries to connect he gets the following error:

The client could not connect to the remote computer.

Remote connections might not be enabled or the computer might be too busy to accept connections. It is also possible that network problems are preventing your connection.
I can still connect to it, and have verified that the max connections have not been reached. I seem to think it has something to do with his end. He has no other problems but this. He can browse the internet, send email, etc. He just can't connect to my server via Term Server.

Any ideas?
