My server load is high

my server is FC1 + Cpanel. there are 2 website, one is forums which has around 160 user online at peak time, and other one is just a website which has around 2 user online at peak time. But the server load is high high ( i think)

the server is 2.8GHz and 1GB ram. Are there anyway to reduce the severload ? thanks alot guys
