Files Uploaded Via PHP = 600 Permissions

I'm running a cPanel server and when a user is uploading files via PHP script (under suexec environment) the permissions are auto set to 600.

According to the developer, the script is to set them to 644 and he has not heard of this problem previously. So it's likely a server issue.

What should I check? I'm a little lost on this one..
