I'm trying to figure out how to enable 404 errors across my whole server. I'm using RHE 3 with cPanel\WHM. I need it so the user can not just change the 404.shtml file to something else with cPanel. I'm willing to pay if someone has an answer to this that works. I tried uncommenting the 404 line in the httpd.conf but it doesn't seem to work.
