Dual xeon with 4 sites - MySQL causing horrible loads

I have a client who runs FSRS which I moved to a dual xeon 2.8, 1GIG RAM, RHE3 about 3 days ago. He has 3 sites that run the above script. I have done some tweaking and have also had Acunett overlook the server and make changes to apache and MySQL. I have upgraded from MySQL 4.0 to 4.1. Unfortunately what ever is done with this server the loads for MySQL never come under control. This is the second server (last one was a p4 2.8) that we have had the client on.

load average: 32.98, 20.12, 15.52 can get as high as 101.38 like it did yesterday. In the last 2 1/2 days the site has gotten 9828 Unique visitors. I have tried to contact the person who wrote the script to find out if anything could be done but have yet to hear from him.

Zend is installed and we tried to install MMcache but it broke the script.
