Ensim 3.6 w/ Windows server problem

I got a window server with Ensim 3.6 at Windows 2k3 OS.

However, I have a serious problem for PhpMyAdmin.
I try to install it, and uninstall it, but no matter how I try, I just cannot access it through browser.

I check Ensim's forum, but didn't get help.

Is there anyone here can tell me how to solve this problem?
