how can i upgrade OPENSSH from ssh ?

OS: REDHAT ENTERPRISE 3
CP: cPanel

i want to know how can i upgrade openssh to the latest version using command line ....
when i type " ssh -V"
i get this :
OpenSSH_3.6.1p2, SSH protocols 1.5/2.0, OpenSSL 0x0090701f
when trying to update it using up2date it says:
already updated ....although i removed it from the skip list ....
so how can i update it manually ?
