Windows 2003 IP Forwarding

Let's say I have a server on IP 1.2.3.4. How do I forward ALL incoming traffic headed for 1.2.3.4 and route it all to external IP 5.6.7.8 using Windows and not a firewall or external router?

How do I do this on the Windows machine? RRA? I am looking at the RRA dialogue and I'm a little confuzzled as to what I'm actually looking at. Is there an easdy way to do this within Windows?

Basically, I am trying to do IP forwarding for a CS server so all traffic is passed to an existing (external) CS server.
So it boils down to a visitor connecting to 1.2.3.4:27015 and actually playing on a server elsewhere...

Does that make sense? Client is asking- strange as hell but I thought it MUST be possible...
