ASP running very slow, used for spamming?

ASP is running really slow on my IIS Windows 2003 setup. I restart IIS and then it is fast again. But very quickly it degrades and sites using ASP are very slow to display in my browser.

I checked the event log and found a day or so ago that there were alot of SMTP errors similar to this one.

Message delivery to the host '199.71.188.20' failed while delivering to the remote domain 'torfree.net' for the following reason: An SMTP protocol error occurred. The SMTP verb which caused the error is 'HELO'. The response from the remote server is '540 <ironclad-429eg1>: Helo command rejected: Host not found '.
I'm wondering if maybe someone is running a script that is sending spam. However, I'm not sure how to track something like this down. Any ideas? Is there a way to view running ASP processes to see if there is one that's causing the slowdown?

Viewing the task manager doesn't show anything. I only have like 9 processes showing up under the Processes tab and the CPU usage is low too. I don't see anything there to alert me to a problem.
