help - how to restrict email size with CPANEL

dear all,

could you help me?

i have got Cpanel, i use email manger to set a email box quota to 10M, say it is abc@abc.com.

How can I set it to enable me to receive emails with size under 1M?
all those oversized emails will be returned automatically.

I keep receiveing stupid emails each nearly 3M , which breaks down my server.
