New SpamCop Policy targets high-volume QMAIL Servers

Some of you may know, but most may not. SpamCop recently introduced a new anti-spam policy that aims to prevent bounced email traffic. There new policy is stated here:

What this basically means is that if you are a hosting company, and your mail server processes alot of email, and runs QMAIL, this is a serious problem and will ensure you keep getting blacklisted by SpamCop

Although I agree that bounced email traffic is used by spammers and is bad, it puts TOTAL liability of catching any form of spam on hosting companies.

The only few real options for large-volume qmail servers are:
1) Implement SPF - impossible since it would prevent legitimate email coming in
2) Switch to another mail server - this is what they have suggested!
3) Scan through thousands of bounced emails every day and pick up the spammers and block them. They have suggested this as well.

I'd like to know what hosts are doing about this.
