"service sshd restart" problem...please help :(

Now I update openssl and openssh and when I want restart ssh, this is problem:
# service sshd restart
Stopping sshd: [ OK ]
Starting sshd

penvt: vt 8 is in use; command aborted
use `openvt -f' to force.
[ OK ]

and nothing, work old version...

What is this "openvt: vt 8 is in use; command aborted use `openvt -f' to force." and how and where I must use "openvt -f"??
