Mac users - A little help needed?

Ok, so I've got a friend's mac sitting right next to my PC, it's been there about a week. The problem? He's having a few "issues" with it starting up.

Here's what it does:
I can put an os9 disc in, boot from the disc, then reboot, and the thing starts like a dream, no problems, whatsoever.
HOWEVER, I can not reboot the system itself, otherwise , it won't startup without the above process being replicated. What it does is simply show the apple, and the rotating circle underneath of it forever.

Thinking this is an OS problem, I downloaded a copy of tiger, to see if it actually solved the problem to begin with (nothing's worse than paying $100+ for something that doesn't solve the problem). If it does, I'll have him grab a copy @ the local mac store.

The problem is that t his copy of OSx is in dmg format. While UltraIso can convert it to ISO, it's NOT converting the bootable paramaters, or it's not doing so in a mac fashion, and the only burners I have setup are for PC, not Mac, as his is an older iMac, which will read, but not write dvds. Any time I try to boot with this image, it doesn't do anything at all, simply pulls up the apple, and the rotating circle again.

So, the question is twofold:
A> Has anyone experienced anything like this, and how to get around it, as far as the booting problem.

B> How can I go about getting this dmg file pulled off into a bootable mac disc from a pc? The disc is EASILY read from the mac when it's started up, but it's not exactly booting up into the disc, and, of course, in order to install tiger, you've got to be able to boot it up.

Any thoughts or ideas?
