How to set up a backup host and DNS

I had a lot of problems with different hosting providers in the past but have been with my current VPS host for the last year and it has been almost problem free - until yesterday. There were several hours of downtime yesterday and everything has been down again today for the last few hours.

So even a once-good host can turn bad and it seems there is nothing I can do about it. Or is there?

Is there a way that I can have my sites hosted on two separate servers by two separate companies and have users directed to the "backup" server if the main server goes down. I don't know how to configure this in DNS without there being propagation delays.

Please if anyone has any experience with this then please give me some tips or point me to some good articles to read. Thanks!
