Fast FTP, but Slow HTTP

I have just got a VPS.

The speed of upload via FTP is pretty good,
but when trying to visit a comman html page,
it needs 20 seconds to load. Fast FTP, but Slow HTTP

What kind of problem is it?

Apache not well configured?

Anybody please kindly help?
