It's Official: Verizon blocks abuse reports...
I wrote a script to run on our email servers - when MailScanner finds a virus attachment using CLAMAV virus scanner, MailScanner feeds the email into a script. This script parses the senders IP address and then uses another custom script to lookup the abuse contacts (from dns, as well as recursive whois on domains and IP registries).Virus reports to abuse@verizon.net from our abuse email address are being blocked:
"sender_was_rejected./Remote_host_said:_550_You_are_not_allowed_to_send_mail

And it's only our abuse email address - all other email through the same server to Verizon go through.
I double check our virus reporting nearly every day and 100% of the reports are valid reports with the exact date, time, all the headers, exact virus name, subject and reply address.
It is very obvious that Verizon does not care to keep the internet a safe place.
This is ironic after the storm they raised because they blocked entire countries from sending email to them due to spam.
