how to enable htaccess in apache

recently, i have found the need to use htaccess on my apache server.

can anybody tell me how to enable it?

i am running windows xp and apache 2.0.54

also, i heard that using htaccess can cause a performance decrease. can anybody tell me how significant that performance decrease is and whether i should be concerned about it?
