PHP exec() on Windows 2k3, all securities set

The script works fine on another server (also Win2k3, without SP1 installed) but doesn't work on the new server (Win2k3 with SP1).

I have set the security of the cmd.exe in windows\system32 to allow the internet user to execute. The same security was set on the .exe file itself.

It just doesn't work on the new server.

I suspected that SP1 might have different security behavior, so I uninstalled SP1 - still no go.
