Public Proxy IP Database?

I'm looking for a comprehensive list of IP ranges used by public proxies. It would be very beneficial for us to be able to determine if users were accessing our site via public proxy so we could perform extra verification on any credit card purchases they made.

Not interested in debating the effectiveness or ethics of doing this, please only reply if you know of such a list or another method of proxy detection.
