Can I on some way change upload_tmp_dir in php.ini without restart apache?

I need to change upload_tmp_dir in php.ini few times in 24 hours because I want switch from hd1-hd2-hd3-hd4 but every time I must restart apache, can I do that on some way without restart apache?

Upload files with php scripts is not best solution...every file php must move from tmp location on HD to final location and that using HDs very much....
