Can't download files larger then 2MB

I've got a dedicated server located at ThePlanet and I've got a site that has large PDF files, however any file that is larger then 2MB won't download correctly.

I can upload the file via FTP just fine and can download the file via FTP just fine and the file will open correctly, but if I try to download the file via HTTP then Adobe Acrobat tells me the file is damaged. If the file is smaller then 2MB then the file will download and open with no problems at all.

I've tried editing the upload_max file size located in php.ini and it's currently set to 25M but the problem still exists. Can anyone tell me what's going on?
