File download/upload server, hardware recommendation??

I hope that somebody can help to me because I want choose good hardware for my file upload/download server, now I have few servers and on every server I have big problem with IOWAIT and HIGH LOAD and I want fix that or get better results with better hardware...

Now I have few P4 3.0GHz servers (HT enabled), 2GB RAM, on every server differant motherboard (from 865 to 915 chipset), on all servers SATA 200GB WD2000JD hard drives and max download from every server is 10MB/s (not Mbit), upload not over 1-2 MB/s and on servers I have from 300-700 users who downloading/uploading files (97% download) and I have very big problem with IOWAIT (90%) and LOAD on server from 50 to 200!

I don`t know why and how but on one server (ASUS motheboard, on rest GIGABYTE) some times load under 5 when 700-800 people downloading/uploading files, that server working much better than rest....

Somebody can recommend hardware for my servers?? WHAT CAN HELP MUCH TO ME?
AMD or INTEL (HT enabled or disabled), one or two CPU, motherboard (not some with very high price, my host use motherboards like for home PC`s, price under $200), I can`t use SCSI hard drives, only SATA!

On all servers I use CentOS!

Now I thinking to test some ABIT motherboards, what you think about ABIT IC7 MAX3 motherboard?
